Looking at it from a slightly different perspective, is the number actually referring to a year?..July 17 could actually mean July 17th and not July 1917? Sure it would say July '17 and not July 17.

Tis true, I have a very nice RA gun laying class postcard that to all intents and purposes looks, as you would expect, like WW1. It's postmarked 1920.
