It looks like you’ve hit the nail on the head with the motto that was unfortunately too small to read in the photo. It’s not Uganda but Kenya, the coat of arms of the city of Nairobi. Sorry about the link. I’m a bit of a noddy when it comes to technology. The photo I was trying to send you the link of shows a picture of the coat of arms and is described thus: On the balcony of Nairobi City Hall Kenya, From the balcony of Nairobi City Hall, Princess Elizabeth and the Duke of Edinburgh wave to the crowds. They stand between two of the building's four frontal pillars and below them is a large pennant with two lions either side of a coat of arms. Below the coat of arms is the motto "CONSILIO FIDE VIGILANTIA.'' In front of the building flies a flag bearing the Royal crest, February 1952. 2001/090/1/4/1/63.
