Default T/City of London - Shoulder Title

Can anyone tell me if the title in the image below is simply a generic shoulder title worn by any City of London battalion, please?

I understand that these generic titles (Westlake 1563 and 1564) were issued to be worn on the Greatcoat but obviously they were also worn on Service Dress!

Westlake:
"T¦CITY OF LONDON (1563, 1564) and T¦LONDON (1565) are listed in the 1920 Priced Vocabulary of Clothing and Necessaries for wear by City and County Bns respectively. These titles are often seen in photographs being worn on the jackets. They are more frequently seen, however, being worn on the greatcoat. Subsequent issues show the titles as once again including the bn number."

They were also worn by many second & third Line T.F. Battalions during the Great War, this is an observation from my photographic archive of over 1,000 Northumberland Fusiliers photo's and all photo's I've seen over the years of collecting, where you're looking at Home Service T.F. units post-1915.
