Default The Queen's - 3 lugs collar?

Hi all,

Here is a version of The Queen's Royal Regiment badge bimetal with brazing holes and 3 lugs. Is this a collar as per Churchill Fig 46 but an OR's version with the longer collars having 3 lugs for support. Or is it a cap badge with 3 lugs. 38x55mm. Cap badge size but want to be sure.
