No, I don't think so. The red backing to the crown and general construction suggests a police rank badge. Supts. in the AMC (if they had any) may have worn it on epaulettes to denote their rank, but as far as I am aware the AMC did not wear collar badges. The did, however wear "AMC" shoulder titles.

The forerunner to the AMC, the Air Ministry Wardens (1921-1942) wore a white metal KC as a collar badge but they did not have Police ranks so this crown is possibly a rank badge for a Supt & above as already suggested worn from 1942 on.
