Can anyone identify this badge? Origin/ history?

When purchased, I thought it an RCN Shore Patrol variant? Could not find it anywhere in research (Naval Shore, Supply, Stores?) perhaps RN / RM?

There were 2 different sizes issued, and there are woven and printed varieties also.
