Default white slip-ons

Can anyone identify this pair of white slip-ons? Could possibly belong to a naval summer shirt of sorts. Acquired locally, but haven't come across this type of rank structure here - chevrons may also be wrong way up!!

Doubtful, though admittedly it does resemble an early Pfc chevron.
