Question Cap Tally N.P.A. What does it stand for?

Hi,
I have just added a number of R.F.A. and H.M.F.S cap tallies to my collection, along with them was one with just N.P.A.
Looking at the weave I would say 1970/1980 Vintage.
Can anyone tell the country of origin and what it stands for?
