I don't know a lot about these things but I would suspect not, given the plastic backing.

The plastic also threw me off but after all bakelite was used at the time. Problem is, I don't know what was used as internal padding or for rigidity.

Any 3R period collar patches I have (army, Luftwaffe, railway, forestry, police, customs, one or two WSS etc (no red cross), all have fabric backing / stiffening.
The wehrmact awards forum would be the place to ask, should get a proper answer there.
