Looking on the ICRC website they mention :

1. Index cards
These cards were established in Geneva by the Prisoners of War International Agency, for each person registered in the lists that the Agency received from the belligerents countries.

The RAP you show appears to be part of an official stamp , other index cards show it in full : RAP. ou INT. , so it is possibly to indicate that the card has been checked/transcribed. (as French would be used RAP/rapport/report ?)

Some cards simply have RAP handwritten in one corner.
