The white backing signified infantry c WWII, I don't know if that was changed to indicate a particular unit in post war East Germany.
The round wire "pip" fittings are a post war indicator, the war time fittings being flat metal tangs.
Post WWII the East German insignia bore similarities to the wartime, the West German less so.
Wartime officers shoulder braid of that pattern braid carried up to two pips, ranks above that were indicated by plaited braid and pips.
