Default Black Watch Territorial Badge date?

i was interested to know if a definite date had been established as to the usage of the Black Watch Territorial badge (without Sphinx)? I know several references favour it as a 1922 badge whilst some placing it much earlier. The lack of quantity seems to be the argument for 1922 but there may be some hard evidence. However, I purchased Churchill's collar book and he quoted the following;
Army Order 298, issued 22nd September 1917, stated "in consideration of the services of The Territorial Force during the War, HM The King has been pleased to approve of units of The Territorial Force being permitted to wear on their badges, the mottoes and honours worn on the badges of the Corps, Regiments or Departments of which they form part."
If this was the case why create a badge in 1922 without the honour? I realise if the "without Sphinx" badge was withdrawn late 1917 there would have been a large quantity of these badges already in circulation.
Am I missing something obvious?
