I think you'll find that 'FR' stands for Frederica Regina, referring to Princess Frederica Charlotte Ulrike Catherine of Prussia, who married Prince Frederick, Duke of York and Albany in 1791. The badge was granted to the 14th Hussars in 1798 and they became the 'Duchess of York's Own'.
