The cap is circa the date you suggest from the badge but the construction etc would also be typical for a WWII period cap as they don't really change between late 30's up to early 50's. I am not saying it is an earlier cap just that without the badge I would have said 39-53 in date & possibly WWII for the reasons stated above.
Whilst some may think so and probably have good reasons to do so, I do not really think that the location and number of vent holes is an accurate guide to dating a cap. I prefer to look at the shape of the peak, type of crown, makers marks and materials used as well as chinstrap thickness etc...
