Sorry for not coming back to you sooner.
If the badge is to go with the 1916 medal what you need is the KC issue not the QVC issue. After federation there was an Australian Cadets issue marked Victoria. Have a look at Cossums green part 2 1900 - 1930 book, you want either No 103 or 104 on page 34.
