I did some brief research on this badge and came across a link call signalsbadges.co.uk. The author suggests this is an early officers bullion badge of the 1947 design with the “Certa Cito” motto. Eventually it was replaced with the Devanagari version.

The said bullion badge is found in the “Asia” section on the left side panel. It is among other bullion badges of the Indian Signal Corps.
