The rank badges are for a full colonel with the correct staff officer buttons on red Gorget collar tabs. However, the jacket buttons are Parachute Regiment but should also be Staff buttons. Officers of the Parachute Regiment wore a darker shade of Service Dress. The lanyard, while in airborne colours, is one I have not seen before despite having a large collection of 200+ lanyards.

So I am a little suspicious, but that said it could have belonged to a Territorial Army officer or someone not too concerned by dress regulations.
