The fittings have been removed (originally would have been a "north-south" pin) but could be easily repaired by any competent craftsman- just don't get it TOO hot because of the enamel).
The "devices" are the parts of a laurel wreath that would have been BEHIND the flags. I'll go with WW2 as a date, maybe post-1941?
