It’s for the Citizens Volunteer Force, nicknamed “Winston’s Bobbies”.

The unit was raised by Winston Churchill in 1911 after the Sydney Street Seige and was designed to assist the Metropolitan Police in various duties. It was kind of a cross between a militia and a Special Constabulary from what I can make out. The unit was absorbed into other units in 1914 at the outbreak of WW1 so was a very short lived and specialised unit.

Badges were designed to be worn on a civilian bowler hat and either had the pin back fixing shown or a double blade fixing.
