Les Hughes’ website,
www.insigne.org, has reference articles posted on it that he wrote in the mid-1990s for the quarterly magazine Trading Post, the publication for the American Society of Military Insignia Collectors (ASMIC). He covered this SFHQ patch in one of his articles. You’re right, it seems to be a fantasy patch.
