I think your right, its a modern copy of the Officers beret badge...... marked silver. My only reservation is the scroll.... it has different lettering to the Gaunt pattern and marked "SILVER" does not automatically mean fake and it does "look" polished.
Do the loops look like they might have been "D" loops?
Is the one below "Sand cast" or is it "Die cast" or just dirty?
