They can put it through a washing machine, rub it on a rough surface to pull a few threads, stain it with tea, I think the processes are endless for adding an aged, 'salty', used look to cloth items.
I wouldn't be surprised if you could replicate mothing by applying a controlled flame to areas of the cloth.
Of course it helps if you put a couple of loose threads in prior to going through the processes, looks like its been removed from a uniform then.
Fortunately the forum cloth specialists can usually identify the fakes and forgeries.
