If a little pedantry is permitted, both the CSM and the RQMS have been the same rank since 1915, as WO II, but the RQMS is the senior appointment.
Half the Colour sergeants of infantry were appointed CSMs on the creation of the 4 company organisation in 1914 and then did exceptionally well out of the changes of May 1915 and leaped to near equality with the RQMS. I doubt if the RQMS was delighted.
