I have a 1928 Army List and there is only one officer still serving in the Royal Devon Yeomanry entitled to the T.D.
Reginald Thomas Hockey was also entitled to a 1914/15 Star Trio and was Mentioned in Dispatches and therefore I would have expected to see an emblem on his Victory Medal ribbon, so he might not be the man in the photograph.
