As far as I'm aware there are no reference books. Insofar as HM Customs badges are concerned the situation is very complicated because of the number of former colonies who used badges stating "HM Customs" with either a Crown, EIIR/GVR etc. or portcullis and no other identifying emblem. Trying to pinpoint whether they are/were used at home or overseas is a nightmare.
HM Coastguard, have over the years used a much smaller range of cap badges but at the start of their history their badges simply mirrored those of the Royal Navy. I'm not an expert but do have quite a few examples, as do others. I hope this is helpful to some extent.
