because newton is on the borders of wigan,warrington & merseyside i know it used to be part of lancashire and part of it was called newton-in-makerfield at one time even now people still put lancashire on letters etc but at the moment we come under merseyside with a warrington (cheshire) postcode WA , it did have its own court etc ,so you would have to go through the history books to find out
