I have all the Dress Regulations from 1935 - 2018 and the only official mention is for the white version, both for the RAF and the ATC. However other such embellishments, like cap bands and shoulder slides, were used at different units with permission of the relevant AOC. Maybe the items you have seen were instituted under such an umbrella - to identify different trades during training. Or perhaps they are Army items for their cadet brigades of 1917-1918??
