You have found a beautiful badge! Research is still ongoing into the AOS and EFTS badges. Documentation on the standard EFTS badges from the Canadian Flying Clubs Association has been uncovered, but as yet, nothing from the Air Transport Organization of Canada in regards to the AOS schools.

It is believed that your badge is for flying personnel, as it has wings on it. A similar badge exists without wings, and can be found in photographs of base personnel who were in a non-flying role. If you can find a copy of "The Record" which was published as a history of 7 AOS in Portage la Prairie, you will see images of this badge in wear by the staff pilots.
