Just the same lugs as on that CYC badge that I saw and that also had a clearly cast reverse.
I would hazard a guess that they were produced to make up for lost badges, a shortfall in numbers or at a cheaper rate than the "kit deficiencies" that were charged for when soldiers had "swapped" with someone else...
