Just looking at the buttons, I think they might be the following
Tope row, 5th from left Central Industrial Security Force (The I is missing so could possibly be a manufacturer's mistake)
Middle row, 2nd from the left Jammu and Kashmir Police.
I have just returned from a trip to India and noticed that a lot of private security companies wear uniforms very similar to Police/paramilitary forces. Some of these buttons could belong to these organisations.
