without a makers mark can be very hard to pin down a date. As this type of lighter has been around since 1912 and copies were made even back in those days. Your lighter is similar style and shape to the MEB Wheel Lighter of 1912 which is identical to Hahway lighters, from Austria, without having an example for measurements I can only go on the pictures only.
