Signaller trade flags 2
The recent C&T Auction included a collection of trade and skill at arms badges amongst which was the set of crossed flags like those shown. I have seen printed versions of the crossed signals badge but never one with a black printed ground.
The only possibility I can think of is Royal Marines for their blue uniform.
