Default 3 different mess dress buttons on one piece of cloth

This strip has been taken from (I think) a mess dress jacket.
It has 3 different types of buttons.
1 unidentified (silver on gilt)
2 Welsh Guards (gilt on gilt, made by the London Badge & Button Co)
3 Brigadiers & Colonels (gilt on gilt)
The back shows the buttons have been attached by a ribbon.

What is button 1? It has a lion atop a coronet (not a crown).
Is the cutting part of a mess dress?
What is the meaning of 3 different designs on one jacket?
