He's possibly 5th (Prince of Wales's) Bn Devon's, on OSD they wore bronze PoW feathers collar badges.
5th Bn HQ was in Plymouth, amalgamation of the 2nd (PoW) Volunteer Bn and the 5th (Hay Tor) Volunteer Bn.
