There is an ongoing debate amongst some people about the identity/species of the bird on the RAF insignia - eagle or albatross but this is very clearly a vulture - note the long bare neck. So, NOT RAF, I don't believe.
It doesn't appear to be a badge for the Air Forces of either Zaire or Zambia either, though I did only a quicj search on those. Perhaps a fantasy/fashion piece?
