Default Leicestershire re-lugged?

A recent aquisition with a bit of an anomaly. The lugs are very old and have been on this badge for ever. Upon scrutiny of the reverse, it appears to have once had a slider. The remains of the slider braze have aged to appear almost a part of the badge by now.
As can be seen, the badge is a fine old strike with sweat holes in back of both scrolls.
It would appear that some old soldier had a preference for lugs.
