Which suggests to me that they are Nepali badges, not British Gurkha or Indian Army, both of which organizations use Arabic or Roman numerals in numbering units.
Unless they're privately produced pins meant for veterans or family members of the 2 & 3 GR, but even there I'd expect Arabic numbers, not Deva Nagri.
