It is a livery button. It fits into the subgroup monogram buttons.

These were for servants of wealthy people who did not have a coat of arms or who wanted a liveried servant without the high costs of coat of arms dies.
The letters E.L. could be the names of husband & wife or husband only.
These monogram buttons were custom ordered as well, but not as expensive. The cheapest variety were one letter buttons. Button shops would stock these.

High quality, but not very collectable.
