I have a stickpin version of the Salient badge (not the Belgium) but like you was unable to find much info about the organisation though did come across the December 1968 article.
I also found online a mention in Reveille (vol 34, no 7, Feb 1961 journal of the Returned and Services League of Australia New South Wales Branch) that describes a visit by 30 members of the whitstable branch of the Circle to Ypres in 1960. Unfortunately, it doesn't add anything to what you have already posted.
There may have been an Essex branch - there's a passing reference to it in a book on Amazon but I don't recall title.
