No policy at all. Pre 1908 some school cadet corps had their own badge but most wore the insignia of the VB unit they were lined to. From 1908 nearly, but not all, OTCs had their own badge. Through the 30's and 40's with the advent of JTC many went back to Regular badges. CCFs so even more re-badge. This continues to today but some still wear CCF badges. Cadet Corps mostly wore the regular and few wore their own (except for 1930-32 when they had to stop wearing them).
