Definitely an E for 'Eastern Rifles'. There was no C Rifles regiment in the Transvaal Volunteer system.
As for brass badges, my thoughts is that the Transvaal Volunteers badges were all in white metal (or silver for officers) with a few exceptions among the infantry units who also had blackened brass badges.
The brass badges that are around I believe may be 1960s-1970s re-strikes from original dies.
