Sorry for delay in reply but a bit hit and miss on theses things.
Yes - maybe I should have suggested chroming but only very slight evidence of bases metal on rear (behind crown). In answer to your question,yes, the two lugs are of similar finish and with no sign of wear.In other words - if its chromed its been professionally done - given its age which is probably WW2 or before - based on the design. I just cant think why - had it been much earlier maybe Volunteer but now don't think that theory fits.
