I have a large collection of insignia from the former Norwich City Police. That said, I've never seen this badge previously. However, prior to the introduction of the National Fire Service in August 1941, the Chief Constable and his men were effectively the Norwich Fire Brigade. So, if the badge is on a fire helmet, then technically I suppose its a police badge.
