Default Strange Highland Light Infantry shoulder title

Another broken shoulder title only purchased because it was unusual. As far as I can make out, it is a standard H.L.I. shoulder title with lugs intact, brazed to a backing plate which has also had a standard light Infantry bugle, lugs removed, brazed to it. The top of the backing plate has broken off but possibly had a T and a number above the bugle at some time.

I find it hard to believe that soldiers would have been allowed to wear them in this fashion but what other reason for their manufacture can there have been?
