Kitchener I would say. I can’t see any fittings on it (albeit the pic is very dark) to suggest it was for wear on something so is likely a commemorative item IMO.
Although the centre plate no doubt can be removed I’d suggest that was simply the method of construction and that it wasn’t meant to be - personally I wouldn’t try bending back 100 year old metal tangs as there’s a chance they’ll snap.
