I've just seen this post. It sounds as if 'STAFF' titles were common to many Imperial armies, but the lugs on this one - flat tabs with holes - are typical of a lot of Indian badges, and practically universal, in cruder form, for the many, many 'bazaar cast' Indian badges made up to sell to tourists. So, IMO, Inidan is a good guess.
