I believe you are correct, the 17th Gurkha Division was formed on 1st September 1952. The formation signs that you have are 17th Gurkha Division to the best of my knowledge. They look original to me with the diagonal weave in the material and the fact that the obverse image can be seen on the reverse, as is the case with most genuine printed formation badges.
