They are indeed Norwegian ww2 hat badges. Often marked sterling and a makers mark on the back. Without a makers mark I don't see how it would be possible to find out where they were made. But the Norwegians had such made in Canada and the US, and possibly in the UK.
PS I am always on the lookout for Norwegian ww2 items if anyone has anything for sale.
