Throwing my opinion in. It looks quite well made and the background is definitely proper red/ blue vitreous enamel.
A "giveaway" that your badge is silver is that the transparent red colour is the dull red often seen when silver is enameled.
For some reason it is/ was really hard to get the nice red colour on silver.
