Most police badges follow a pattern, a star surmounted by a crown with the force/county logo below the crown, this could possibly be carried over from one die to another.

Dave's quoted price was 16 years ago and as he said that may not be correct. British cap badges rarely follow a set pattern, so I would say the cost would be in four figures at a guess.
